Transaction list report has double negatives for subtracted line items, making them positive

We are running a Custom Report in CID 9341455123093914 (Coast Medical Services) called Sales Tax Report, which is simply a transaction list of sales filtered by state for invoice lines. The invoices themselves have 3 line items of sales, followed by several line items subtracting fees. The report should show all the line items both adding and subtracting, but the subtracted fee lines show both - quantity and - rate in the report, calculating a positive and adding to the total instead of subtracting from the grand total in the report. As a result it's adding more to the total invoiced instead of matching the actual money received.
